Training Process
This 4-hour Hazmat FRO Level II Refresher is designed to help responders maintain compliance with OSHA standards under 29 CFR 1910.120(q)(6)(ii) and 29 CFR 1926.65(q)(6)(ii). It should be paired with company-specific training on the employer’s Emergency Response Plan (ERP), covering policies and procedures for hazardous materials incidents. Students do not need to complete both the First Responder Awareness (FRA) and FRO courses, as the FRO refresher satisfies training requirements for both levels. Annual refresher training or demonstration of competency is required to keep certifications current. Refresher sessions should be completed within one year of the initial FRO training and annually thereafter. Depending on the responder’s role, extra instruction may be needed, including site-specific emergency procedures, advanced PPE training, and hazard-specific guidance. Employer-provided, documented training ensures responders are competent and compliant with all applicable regulations.
