Training Process
This 8-hour Hazmat FRO Level II Refresher is designed to help responders maintain compliance with OSHA requirements under 29 CFR 1910.120(q)(6)(ii) and 29 CFR 1926.65(q)(6)(ii). Participants should also complete training on their employer’s Emergency Response Plan (ERP), including site-specific policies and procedures for responding to hazardous materials incidents. Students do not need to complete both the First Responder Awareness (FRA) and FRO courses, as the FRO refresher alone ensures continued compliance. The refresher reinforces defensive-level response skills and updates responders on current safety protocols. Annual refresher training or competency demonstration is required to maintain OSHA compliance. Refresher sessions should be completed within one year of the initial FRO training and every year thereafter. Options include the 4–6 hour or 8-hour FRO Refresher, FRA Refresher, or Hazardous Materials Technician Refresher courses. Additional instruction may be needed depending on a responder’s role and level of involvement. This includes site-specific emergency procedures, advanced PPE usage, and hazard-specific training. Employers must provide guidance on company equipment, safety policies, and emergency procedures. Federal, state, or local regulations may also mandate extra hazard-specific training. Combining outside-provider instruction with employer-led, site-specific training ensures responders remain fully competent and compliant.
