Training Process
The Hazardous Materials First Responder Awareness (FRA) Level I Refresher course meets OSHA training requirements under 29 CFR 1910.120(q)(6)(i) and 29 CFR 1926.65(q)(6)(i). It should be combined with company-specific training on the employer’s Emergency Response Plan (ERP), covering policies and procedures for personnel responding to hazardous materials incidents. To maintain compliance and ensure skills remain current, this training requires annual refresher sessions or a demonstration of competency. Employees should complete refresher training within one year of their initial course and every year thereafter. Depending on the responder’s role, extra training may be necessary, including site-specific instruction, advanced emergency response, or training on personal protective equipment (PPE) relevant to their hazards. Employers are responsible for providing this training, ensuring it aligns with the company’s safety policies, procedures, and hazard prevention practices, and documenting it properly.
