Training Process
This course meets the Hazardous Materials First Responder Operations (FRO) Level II training requirement under 29 CFR 1910.120(q)(6)(ii) and 29 CFR 1926.65(q)(6)(ii). Participants should also complete company-specific training on their employer’s Emergency Response Plan (ERP), including procedures and policies for hazardous materials response. Students do not need to take both the First Responder Awareness (FRA) and FRO courses, as the FRO course alone satisfies the training requirement for both levels. FRO training builds on FRA principles and equips responders with defensive strategies for safe incident management. Annual refresher training or competency verification is required to maintain OSHA compliance. Refresher training should be completed within one year of initial completion and every year thereafter. Options include FRO Refresher courses (4–6 hours or 8 hours), FRA Refresher, or Hazardous Materials Technician Refresher sessions.
