Training Process
This 8-hour Hazmat FRO Level II Refresher is designed to help responders maintain compliance with OSHA standards under 29 CFR 1910.120(q)(6)(ii) and 29 CFR 1926.65(q)(6)(ii). Participants should also complete company-specific training on their employer’s Emergency Response Plan (ERP), covering policies and procedures for handling hazardous materials emergencies. Students do not need to complete both the First Responder Awareness (FRA) and FRO courses, as the FRO refresher alone satisfies the requirements for both levels. This course reinforces defensive-level response skills and updates participants on current safety procedures. Annual refresher training or demonstration of competency is required to stay compliant. Refresher sessions should be completed within one year of the initial FRO course and every year thereafter. Options include 4–6 hour or 8-hour FRO Refresher courses, FRA Refresher, or Hazardous Materials Technician Refresher courses. Depending on the responder’s role, additional instruction may be necessary, including site-specific emergency procedures, advanced PPE training, and hazard-specific guidance. Employers must provide training tailored to company equipment, health and safety policies, and operational protocols. Federal, state, or local regulations may also mandate extra hazard-specific instruction. Combining external provider training with employer-led site-specific training ensures responders remain competent, confident, and fully compliant.
