Training Process
This course fulfills the Hazardous Materials First Responder Operations (FRO) Level II training requirement outlined in 29 CFR 1910.120(q)(6)(ii) and 29 CFR 1926.65(q)(6)(ii). It should be complemented with your employer’s Emergency Response Plan (ERP) training, covering company-specific procedures for responding to hazardous materials incidents. Students do not need to complete both the First Responder Awareness (FRA) and First Responder Operations (FRO) courses, as the FRO course satisfies the training requirements for both levels. FRO training builds upon FRA principles and equips responders with defensive strategies to manage hazardous materials safely. Annual refresher training or demonstration of competency is required to maintain compliance. Refresher sessions should occur within one year of initial completion and annually thereafter. Options for refresher training include FRO Refresher courses (4–6 hours or 8 hours), FRA Refresher, or Hazardous Materials Technician Refresher courses, depending on your role. Depending on job responsibilities, responders may need supplementary training, including site-specific emergency procedures, advanced PPE usage, and hazard-specific practices. Employers should provide training tailored to the company's equipment, health and safety policies, and operational protocols. Federal, state, or local regulations may also mandate additional instruction. Combining outside provider training with site-specific instruction ensures responders are fully prepared and compliant.
